In my class my teacher punishes the whole class for a few of the bad behaved students,that bring me to the question why do some teachers that can give detention,suspend,and might even be able to get students expelled think that,students who have no power over their peers can get them to behave,even when it’s painfully obvious that student doesn’t care about how others can be affected?

Teachers don’t always have control over administrational duties, either.  This depends on the school and the area.  There can be a lot of rules regarding discipline.  I know in a previous school I worked in, any time I sent a student to the office, they came back 10 minutes later after telling the admin that they wouldn’t act up again, yet come back behaving the same way or even worse.  I eventually stopped sending students to the office, because I knew nothing would be done.  If you have issues with how your teacher is acting, talk to them privately to express your concerns.  He/she should appreciate your perspective.
